        <h2>The Seven Cancun Safeguards</h2>
        <p>The primary aim of REDD Plus is to reduce the concentration of greenhouse gases in the atmosphere. The UNFCCC safeguards for REDD Plus, adopted at COP16 in Cancun, constitute seven broad principles:</p>
        <ol>
            <li>That actions complement or are consistent with the objectives of national forest programmes and relevant international conventions</li>
            <li>Transparent and effective national forest governance structures</li>
            <li>Respect for the knowledge and rights of indigenous peoples and local communities</li>
            <li>The full and effective participation of relevant stakeholders</li>
            <li>That actions are consistent with the conservation of natural forests and biological diversity</li>
            <li>Actions to address the risks of reversals</li>
            <li>Actions to reduce displacement of emissions</li>
        </ol>

        <h2>Safeguards as REDD Plus implementation requirements</h2>
        <p>Countries implementing REDD Plus should:</p>
        <ol>
            <li>Promote and support the Cancun safeguards</li>
            <li>Develop Safeguards Information System</li>
            <li>Provide summaries of information</li>
        </ol>

        <h2>How will implementing the Cancun Safeguards benefit Malaysia?</h2>
        <p>Benefits include: strengthening quality of REDD Plus implementation, improving sustainability, contributing to Sustainable Development Goals, building confidence among partners, and promoting greater transparency.</p>
        <p>Malaysia has submitted its first Report on Summary of Information in 2016.</p>
